The December 2025 flooding on the Skagit River — a record crest at Mount Vernon — added a familiar chapter: lowland walls that took water need drying and honest rebuilds, not paint.

Permits split by address: Anacortes, Burlington, Mount Vernon, and Sedro-Woolley issue their own, the Town of Concrete runs its own building department, La Conner pairs town land-use review with county plan review, and unincorporated communities — Bow, Alger, Conway, Samish Island — run through Skagit County Planning & Development Services in Mount Vernon. We've pulled permits and passed inspections across Skagit County, on both sides of that line.
